"Medicaid Reform in Missouri: A Proposal for Legislative Analysis"

Principal Investigator: Saint Louis University Health Policy Analysis Team

Goals of the project:for Saint Louis University (SLU) State Health Policy Analysis Team to provide a timely, analytical, and objective policy analysis of the crucial elements of the Medicaid transformation proposals being considered in Missouri, with the objective of informing state and national audiences about the impacts of a major state Medicaid reform initiative on Medicaid recipients, providers, and other Missouri taxpayers. Missouri represents a unique opportunity to observe Medicaid policy with implications for Medicaid policy across the nation. This is because Missouri has a history of not only being a national leader in expanding coverage to low-income children and adults, but also is a state that led the nation in the retrenchment of its Medicaid program in the past few years, and finally now is considering expanding coverage using an approach that favors private-public initiatives. Currently the type of thorough analytical research proposed here is not being provided in the state.
